OGEFREM FERI CERTIFICATION NEEDED FOR DRC CARGO ENTRY TO DRC BY OGEFREM

Shippers and cargo owners are strongly advised that the customs officials in the Democratic Republic of Congo (DRC) are insisting that all cargo moving across the borders be accompanied by a FERI certificate. FERI documents are required for every individual shipment that is destined to DRC, where M/S INTEGER (T) Limited has been appointed to represent OGEFREM on matters related to the issuance of FERI certificates through its Dar es Salaam Offices as the Sub Agent of M/S FRABEMER of Genoa, Italy who are the General Agent representing the government of DRC through a state enterprise named OGEFREM (a Multimodal Freight Management Transport and Logistics Authority for DRC). INTEGER will start providing FERI services to Shippers, as from the xxx/ January, 2025 respectively. INTEGER Team will provide the services to Shippers for a weekly schedule that start from Monday to Monday from 8am untill 8pm to ensure DRC-destined cargo has all the correct Ogefrem required documentation. Integer Traders through their website and a dedicated Team will ensure that freight forwarders and transporters are fully informed, and will provide access to FERI information and application procedures thereto.

COD Services

What is COD Certificate ?

COD is a Certificate of Destination also known as Attestation de Destination (A.D.). It is a mandatory document for shipments that arrive via land to the Democratic Republic of the Congo.

Failure to present the COD document will lead to severe consequences and a hefty fine.

The shipper or the freight forwarder is responsible for acquiring the COD certificate from the authorized representative at our offices.

What is a Certificate of Destination COD?

COD is a Certificate of Destination or “Attestation de Destination”, in French, accompanies the shipment from the port of transit or of Regional origin to the DRC by Road, Inland watwrways or Rail. It covers shipments which are originated from any Country within the African Continent and transported to the DRC by road, inland waterways or rail.

There are TWO types of CERTIFICATES OF DESTINATION:

The first one is called FERI which links the ocean freight part of the cargo movement to an African Ocean Port of Discharge , and the subsequent road or railway movement of the cargo by the second Certificate named COD which refers to a continuation (on carriage) to the final destination in DRC respectively.

With effect from 11th April 2011, the FERI and the Certificate of Destination COD are required by Congolese Customs for the clearance of any commercial goods entering the DRC.

In terms of, the Inter-Ministerial Decree No 008/CAB/VPM/MIN/TC/2019 it makes compulsory the subscription of these Certificates for all goods destined to the DRC.

The Certificate of Destination (Continuance) must be applied for by the responsible Exporter/Importer or the appointed Agent/Freight Forwarder/Transporter at the port of disembarkation of transit.

NB: If the consignment arrives at the ocean port of discharge/transit without a FERI Certificate, the FERI Certificate must then be applied for, verified and issued before the Certificate of Destination can then be applied for and issued.

Failure to subscribe to the Certificate of Destination prior to arrival at the DRC port of entry will require the responsible exporter/freight conveyer to have to then apply for the required Certificate and incur penalties and could delay the consignment from clearance into the DRC.

Consignment packing list
Conveyance Freight Invoice/Statement (as issued by the relevant Cargo Carrier)
Required Subsequent Documentation submission (Verified Certificate):

 

This Certificate must wherever possible be applied for and issued prior to the export dispatch Customs Clearance of the shipment/consignment.

Failure to subscribe to the Certificate of Destination prior to arrival at the DRC port of entry will require the responsible exporter/freight conveyer to have to then apply for the required Certificate and incur penalties and delay the consignment from clearance into the DRC.

There are three types of Certificates that are required intermittently in the transportation of goods into DRC.

3.⁠ ⁠FERE

Where which ever must be applied for and issued prior to arrival and subsequent Customs Clearance at the frontier, for the shipment/consignment assessment and clearance at the DRC border(s).

What is OGEFREM FERE?

FERE refers to the Fiche Electronique des Renseignements à l’Exportation (Electronic Export Data Sheet), a document required for all export freight shipments destined for the Democratic Republic of Congo (DRC).

This FERE is responsible for managing freight and ensuring cargo traceability for imports and exports.
FERE (Fiche Electronique des Renseignements à l’Exportation):
is the electronic document that accompanies all export shipments to the DRC.

The purpose of FERE is to ensure that all export freight shipments to the DRC are properly documented and traceable from the point of origin to the final destination as mandated by OGEFREM
