FERI Certificate

FERI Certificate is a document issued at the Port of Loading for Ocean Cargo destined to the Democratic Republic of Congo via respective African discharge ports for goods destined to DRC.

COD Certificate

COD is a Certificate of Destination also known as Attestation de Destination (A.D.)  It is a mandatory document for shipments that arrive via land to the Democratic Republic of the Congo issued at the last Port of Discharge for Ocean Vessel.

What are the Import requirements by the DRC government to effect entry of Cargo into Congo ?

There are THREE types of CERTIFICATES that are subject to the DRC Importation requirements, each with specific purposes that Shippers need to observe.

  1. FERI Certificate (the Overseas Certification)
  2. COD Certificate ( the overland continuance / on-carriage of FERI certification)
  3. ADR Certificate (the regional FERI certification)

FERI Certificate

FERI links the ocean freight part of the cargo movement from Origin Port to an African Ocean Port of Discharge. This Certificate must be applied for by the responsible Exporter/Importer or the appointed Agent/Freight Forwarder/Transporter at the port of Loading / Origin overseas, to cargo destined to DRC via Ocean / Airfreight.

COD Certificate

What is a Certificate of Destination COD?

COD is a Certificate of Destination or “Attestation de Destination”, in French, accompanies the shipment from the port of transit or of Regional origin to the DRC by Road, Inland Waterways or Rail. This certificate links the FERI from where it ends at the respective Ocean Port of Discharge, to connect with subsequent road or railway movement of the cargo to the final destination in DRC respectively through DRC Customs controlled entry border posts. This Certificate of Destination (Continuance) must be applied for by the responsible Exporter/Importer or the appointed Agent/Freight Forwarder/Transporter at the port of discharge effecting transit.

What will be the required documents for COD registration?

  • Copy of Maritime Bill of Lading
  • Copy of FERI-Maritime
  • Export Commercial Invoice
  • Consignment packing list
  • Conveyance Freight Invoice/Statement (as issued by the relevant Cargo Carrier)
  • Other Relevant Subsequent Documentation to effect submission (Verified Certificate)

ADR Certificate

This certificate cover shipments that originate from countries within the African Continent, that export their cargo through means of carriage i.e. road, rail, air or waterways to the Democratic Republic of Congo.

What will be the required documents for ADR registration?

  • Export Commercial Invoice
  • Consignment packing list
  • Conveyance Freight Invoice/Statement (as issued by the relevant Cargo Carrier)
  • Other Relevant Subsequent Documentation to effect submission (Verified Certificate)
What will happen if a Consignment arrive at the DRC entry border point without any of the above certificate ?

a) If the consignment arrives at the ocean port of discharge/transit without a FERI Certificate, the FERI Certificate must then be applied for, verified and issued before the Certificate of Destination (COD), which can then be applied for and issued subsequently, to enable an advance declaration of cargo being delivered to the OGEFREM System.

b) Failure to subscribe to the above and the final issuance of the respective Certificate of Destination (COD) or respective ADR prior to the arrival of goods at the DRC port of entry; will require the responsible exporter/freight conveyer to have then to apply for the required Certificate(s) at border entry point of which this may result to not only penalties but unnecessary clearance delays to the consignment, which could have been avoided thereto..

NB: These three Certificate(s) must wherever possible be applied for and issued prior to arrival and subsequent Customs Clearance at the DRC frontier, for the shipment/consignment assessment and clearance to effect smoother border transactions. 

How do you apply FERI / COD / ADR ?

Application can be done wherever one is located to our Office INTEGER or prescribed Port Agent as shown through the website.

With specific Certificate requirements as shown above; Shipper / Agent is required to do the following;

  • Prepare application with necessary attachments as indicated above to be in good order before submission (hard copy / online).

  • Upon receipt of your application together with verification process done, we INTEGER will acknowledge instantly and a DRAFT INVOICE / CERTIFICATE will be prepared then be forwarded for perusal and approval.

  • Soon after DRAFT INVOICE / CERCTIFICATE approval and subsequent payment has been received and cleared to our banking account as detailed on our Certification Invoice, Certificate Validation is made (in PDF Format) will be issued and forwarded to Client.
