OGEFREM FERI CERTIFICATION NEEDED FOR DRC CARGO ENTRY TO DRC BY OGEFREM

Shippers and cargo owners are strongly advised that the customs officials in the Democratic Republic of Congo (DRC) are insisting that all cargo moving across the borders be accompanied by a FERI certificate. FERI documents are required for every individual shipment that is destined to DRC, where M/S INTEGER (T) Limited has been appointed to represent OGEFREM on matters related to the issuance of FERI certificates through its Dar es Salaam Offices as the Sub Agent of M/S FRABEMER of Genoa, Italy who are the General Agent representing the government of DRC through a state enterprise named OGEFREM (a Multimodal Freight Management Transport and Logistics Authority for DRC). INTEGER will start providing FERI services to Shippers, as from the xxx/ January, 2025 respectively. INTEGER Team will provide the services to Shippers for a weekly schedule that start from Monday to Monday from 8am untill 8pm to ensure DRC-destined cargo has all the correct Ogefrem required documentation. Integer Traders through their website and a dedicated Team will ensure that freight forwarders and transporters are fully informed, and will provide access to FERI information and application procedures thereto.

How can you get the Democratic Republic of Congo FERI Certificate ?

You need to submit the following documents in the application for the FERI certificate:

  • Bill of Lading (Applications can be made with a draft copy. Original will be needed for validation)
  • Commercial Invoice
  • Freight Invoice (it is not necessary if the freight value is indicated on commercial invoice)

What is a FERI Certificate ?

FERI Certificate (‘Fiche Electronique de Renseignement à l’Importation’) is crucial for all cargo entering the Democratic Republic of Congo (DRC). It simplifies customs procedures and ensures compliance with DRC’s import regulations.

  • Purpose: To facilitate customs clearance for imported goods in the DRC. 
     
  • Required documents: Typically includes a copy of the bill of lading, commercial invoice, and sometimes a freight invoice. 
     
  • Electronic format: The certificate is electronically generated and submitted. 
     
  • FXI number: A unique “Folder Expedition Inbound” number is usually required to apply for a FERI certificate. 
     
  • Enforcement: Failure to obtain a FERI certificate can result in delays and penalties at the DRC port. 
Who will issue a FERI Certificate ?

It is issued at the consignment port of origin. It is the responsibility of the appointed party for the freight movement of the shipment/consignment, to ensure that the required applicable FERI Certification has been issued. Failing to do so will result in heavy penalties.
